How did you do that? Is it an effect or just a blurry rainy shot?

The original shot was blurred and still is. All i did was to reduce to 720, played with the levels, and applied a watercolour filter in PS.

Somethings you can save a seemingly bad picture and make it interesting in a abstract sort of way.
