WHY WONT THEY ATTACK MY LURE?

HOWZIT ALL, I WAS AT THE SAND RIVER IN VIRGINIA THE OTHER DAY. I COULD SEE NUMEROUS LARGE BASS BASKING IN THE SUN IN WATER ABOUT 1 METER DEEP. THEY HOWEVER REFUSED TO STRIKE. I MADE VARIOUS OFFERINGS BUT WITH NO LUCK. WHEN THE BAIT WAS PULLED PAST HIS NOSE HE WOULD TURN AND FACE IT FLARE HIS GILLS BUT NOT STRIKE. BELIEVE ME I USED EVERY LURE/ PLASTIC, EVEN SPINNER BAITS AND TOP WATER LURES. THERE WAS AN ICY COLD WIND BLOWING. COULD THIS BE THE PROBLEM. A FEW SUGGESTIONS WOULD BE GREATLY APPRECIATED.

Did you strike when you saw the gills flare, Bass can inhale and exhale a lure so fast that you would think they didn't touch it... Especially when sight fishing.

The second you see the gills go, hammer them, don't wait to see or feel anything....
