I think the main focus should be in FL right now. Somebody that is up and working on this stuff in FL needs to contact Reggie Dickey, President of the Georgia Hunting and Fishing Federation. This man has led for the hunters in GA and he would be a good person to talk to on what direction you need to go in. We went through this same crap with these folks a few years back and he was very instrumental in helping lead and save our rights in GA.
